"arp -s"实际调用的是SNMP机制，估计SNMP那边的权限和旧系统不一样了。

简单测了一下，若系统从未自动产生过某IP地址的动态ARP表项，则仍然可以用
"arp -s"添加、修改静态表项。但只要曾经存在过动态ARP表项，哪怕该IP地址实际
已不存在，或者用"arp -d"删除了，"arp -s"命令将始终无效，除非重启系统。
